A Halloween-night crash at Jarrettsville Pike and Hess Road in the Monkton area killed two people traveling in a Volvo and injured the 19-year-old driver of a Volkswagen, who was taken to a trauma center. The victims included 60-year-old Kimberly Miller and her 61-year-old husband; reports differ on his first name.
