The Korean government will implement a new disciplinary framework for public officials starting Oct. 1, introducing a separate hate-speech category with the possibility of removal for serious violations. Hate speech offenses will no longer be eligible for leniency based on prior meritorious awards, and penalties will be tougher overall. Passive administration and neglect of duty will carry a minimum penalty of a salary reduction, and managers can be held liable for supervisory failures in such cases. The revisions were announced by the Ministry of Personnel Management on July 23 and will proceed after a legislative notice and review, with the changes taking effect in October. The reforms aim to strengthen trust in public service and ensure penalties reflect modern expectations by clarifying categories and raising minimum disciplinary standards. Additionally, neglect of duty will be treated as a separate category from accounting irregularities, and supervisory responsibilities will be explicitly defined.
