Russia plans record 2027 defense budget, civilian cuts
Russian authorities are shifting public funds toward military and defense priorities as budget pressures grow, with civilian programs facing cuts. In the Tula region, more than 54 million rubles earmarked for social support—including assistance for foster parents, orphans, low-income families and retirees—was redirected to payments for military personnel and their families. Separate budget documents show planned reductions in funding for education, health care and other civilian sectors, alongside increased defense spending and debt-service costs. Health care cuts are also affecting specific federal projects, including primary-care modernization, cancer treatment, emergency services and medical rehabilitation. Reports describe these measures as part of a broader strain on regional and national budgets.
