Prosecutors say the co-conspirators claimed to run meal sites in Pelican Rapids and Moorhead and served tens of thousands of meals to children, but the actual numbers were far lower, with more than 505,000 meals claimed overall. The fraudulent submissions led the Minnesota Department of Education to disburse about $1.1 million in federal child-nutrition funds to Bilaal Mosque, Inc. and the Multicultural Resource Center, Inc. Dool faces a maximum sentence of 20 years in prison, and sentencing has not been scheduled. U.S. Attorney Daniel Rosen and IRS Criminal Investigation’s Adam Jobes described the plea as a step toward restoring integrity in programs meant to aid children and families, highlighting interagency cooperation in stopping fraud.
