Kim Yo-jong, director of the Workers' Party General Affairs Department, and Pak Jong-chon, an adviser to North Korea's Ministry of National Defense, inspected a southern border fortification site on Oct. 20, 2026. KCNA reported the visit on Oct. 21. Kim said the new firepower units have taken up firing positions, that the head of state ordered not a single inch of concession in making the border with the hostile state the most permanent line, and that the historic process of making the southern border permanent can never be reversed. Pak told troops that when the enemy carries out a provocation that genuinely threatens safety it must never be tolerated and must be met with immediate retaliation, calling for prompt and resolute action. The report followed Seoul's pledge a day earlier to punish provocations resolutely. North Korea has fortified its border since April 2024 and earlier in October 2026 detonated sections of the Donghae and Gyeongui cross-border roads and railways. Kim Jong-un has declared South Korea a hostile foreign state. Between Sept. 29 and Oct. 19, Kim Yo-jong issued six statements on DMZ-related issues. Seoul says Pyongyang has sent up to 7,000 workers to the border this year and that there have been about 50 crossings of the Military Demarcation Line onto South Korea's side; Pak dismissed those claims as a deliberate, far-fetched assertion and an absurd assertion aimed at pinning responsibility on the North. Seoul also says a North Korean mine caused a border blast last month that seriously wounded two South Korean soldiers. The DMZ was established by the 1953 Armistice Agreement.

Seoul's promise to respond decisively might actually deter further moves if the North believes it.
Kim Yo Jong showing up with the top general makes clear the North is treating the South's warning as a direct threat this time.
Both sides keep trading warnings while troops stand ready at the border, and one wrong move could spark real fighting.
