US, China Establish AI Dialogue Ahead of Summit

The United States and China are establishing a formal artificial-intelligence dialogue ahead of President Donald Trump’s planned Sept. 24 meeting with Chinese President Xi Jinping in Washington, and are exploring an incident-reporting hotline for national-security threats such as uncontrollable AI agents, cyberattacks and bioweapons. Follow-up talks are planned in China, but the proposed dialogue would not cover U.S. export controls on advanced AI chips and semiconductor equipment. The discussions also address trade, including efforts to advance tariff talks on nonsensitive goods, amid continued mistrust and U.S. allegations that Chinese companies are copying American AI models. Officials and experts expect limited progress on broader safeguards and remain concerned about disinformation, rogue behavior, military miscalculations, threats to nuclear systems and critical infrastructure, and AI systems accessing real-world networks. Major technology executives are expected to meet with both presidents as debate continues over AI safety, disclosure and regulation.
