Iran Says It Will Pursue Legal Action Against Sinokor in Hormuz

Iran's Persian Gulf Strait Authority said on X on October 27 that Sinokor vessels committed the highest number of Hormuz passage violations over the past three months and that enforcement actions have been taken against at least seven of them. Warning cargo owners, stakeholders, and insurers, PGSA said legal action will be taken against all company vessels as of November 1. It did not specify the measures; vessels on its non-compliance list may face fines, detention, or confiscation. The step is the first blanket PGSA warning covering an entire fleet. Reports name seven Sinokor-linked tankers damaged in attacks during the Middle East conflict. Vessel-tracking analysis found Sinokor carried 105.6 million barrels of crude through Hormuz in September, about 37% of the total and more than Bahri, KOTC, and ADNOC combined. Sinokor accounted for 47% of VLCC transits in September and over 50% in the first 10 days of October. One outlet put the current non-compliance list at 122 vessels; another at 123. October had 30 confirmed attacks on the IMO list versus 20 in March 2026. What form the November 1 action will take remains unspecified.
