Trump Signs Russia Sanctions and Tariff Bill

President Donald Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law after the Senate passed it 86-11 and the House passed it 262-159. The measure imposes sanctions on Russian officials, banks, energy companies and the shadow fleet used to evade restrictions and transport Russian oil, and authorizes tariffs of up to 100% on goods from the five largest buyers of Russian oil and gas and entities helping Moscow circumvent sanctions. The tariffs are not automatic and can be adjusted, delayed or waived by the administration. Supporters say the law is intended to reduce revenue for Vladimir Putin’s government and honor the late Senator Lindsey Graham, while Ukraine and European allies welcomed it; opponents warned the tariff authority could increase inflation and worsen global trade tensions. The legislation followed an overnight Russian missile and drone attack that damaged civilian and energy infrastructure in eight Ukrainian regions, including Kyiv, Odesa and Sumy, and injured more than 10 people, including children.
